Work on the new terrace has been ongoing for a number of years. Earlier this year, the footpath was back in use as scaffolding went up on the opposite side at King George’s Hall.
On Tuesday, the full footpath on the terrace was back open as the covers were removed.
The terrace had fallen into serious disrepair before Blackburn with Darwen Council earmarked it for regeneration as a key part of the £3.8m Blakey Moor Townscape Heritage Project to create a new leisure and cultural quarter.
